Born in 1958 in Kyiv, Ukraine. In 1985, he graduated from the Ivan Fiodorov Ukrainian Printing Institute (now the Ukrainian Academy of Printing).

Vaisberg is the illustrator of books by Sholem Aleichem, Eduard Bagritsky, Isaac Babel, Grigorijus Kanovičius, José Ortega y Gasset, Carl Jung, Søren Kierkegaard, Fyodor Dostoevsky, and Joseph Roth.

Since 1988, he has participated in group exhibitions. His first solo exhibition was held in 1990 at the Historical Museum of Podil, Kyiv.

To date, he has participated in more than fifty solo and group exhibitions, including presentations at the National Art Museum of Ukraine, National Art Museum of Ukraine (formerly Kyiv National Museum of Russian Art), Museum of Contemporary Art, Cherkasy Museum of Fine Arts, Berlin Wall Museum, Ukrainian Institute of America, Europe House, the Sejm of the Republic of Poland, and the Georgian National Museum.

His paintings and graphic works are held in museum and gallery collections in Kyiv, Vilnius, Chicago, Berlin, and other cities worldwide, as well as in private collections internationally. In 2014, the Magnes Collection of Jewish Art and Life acquired twelve of his works for its collection.

Participated in national and international exhibitions since 1988.
